ID:Core 20 Insider Not Reading Amp Patches

I have a Blackstar ID:Core Stereo 20 connected to my PC via USB.

When I launch Insider 1.7.6 it just says Reading Amplifier Patches, Please Wait... If I turn off the amp during this reading patches wait process, Insider then comes up and I can turn on and operate the amp with the software. I can also save patches to the amp.

It used to work on my old Windows Vista 32-bit PC. Now I have a new computer that I built (https://pcpartpicker.com/b/96JV3C) running Windows 10 Home 64-bit. I have the newest Microsoft Silverlight installed.

I'm wondering about the amp's USB connection. My new computer has a high end motherboard with 2xUSB 2.0 ports. 4xUSB 3.0 ports (w/2 extra USB 3.0 front side ports), and 2xUSB 3.1 ports. I think the ID:Core series amps are USB 2.0 compatible. I have it plugged into an available USB 3.0 port which should be backwards compatible. My two USB 2.0 ports are dedicated to my keyboard and mouse. Is that the issue?

I have the exact same problem on v1.78 on windows 10.

Was wondering if you ever got this working and if so how? I have the latest Insider now 1.8.1 but my firmware is old 1.2.1 and since Insider isn't seeing the amp on startup it didn't patch the firmware to 1.5.3 that comes with the new Insider. :(

EDIT - I just tried starting Insider in God mode holding shift down when launching. That forced a firmware update which seemed to communicate with my amp, the voice lights scrolling. But it only updates to version 1.2.1 saying that's the latest compatible firmware. I still have the original problem not reading patches on startup. I'm thinking about selling this amp.
