HT 5R: Too loud in OD with gain above 12'oclock - volume almost at zero - no more play

Hi all and thanks for this forum!
I just bought a second hand - almost new, HT 5R combo. Great sounding little tube amp indeed!
However, i'm having trouble with the overdrive channel. When trying to push the gain past mid course, i have to turn down the volume knob almost to zero, and it's still too loud. I really wish i could tam down the amp on higher gain settings, like on other amps... and still have some control over the volume. At some point it's almost on or off. It is practically impossible to use high gain in a small practice room.
This does not seem right to me and i'm wondering if that's the case for all HT-5R combos out there.
One thing that may come into play though, is the previous owner got the tubes swapped right-away - at the reseller suggestion. The tubes are supposed to be TAD 7025 (RT001) and 12BH7A STR (RT043). I haven't checked. For what i understand those are exact replacement for the stock tubes, so that should not make any difference gain wise?
